ONTARIO, CANADA: Ontario has launched a new Workforce Priority Stream, creating a new pathway for eligible foreign workers seeking permanent residence in the Canadian province.
The programme is part of the redesigned Ontario Immigrant Nominee Program (OINP) and is aimed at attracting skilled workers whose experience and employment can help meet Ontario’s labour-market needs.
The new stream is particularly relevant to foreign workers who have a qualifying job offer from an Ontario employer. Eligible applicants may be able to receive a provincial nomination, which can then support their application for Canadian permanent residence.
Who can apply?
The Workforce Priority Stream is designed mainly for skilled foreign workers with a qualifying full-time, permanent job offer from an Ontario employer.
Applicants must meet Ontario’s eligibility requirements, which can include requirements relating to their education, work experience, language ability, immigration status and the position they have been offered.
Ontario has also introduced a route for certain self-employed physicians, who may be eligible without a job offer if they meet the specific requirements.
Applicants should carefully review the official criteria because having a job offer alone does not guarantee an invitation or nomination.
How does the application process work?
The process involves both the employer and the prospective worker.
For applicants applying through an Ontario job offer, the employer must complete the required steps through the OINP Employer Portal.
The prospective applicant can then register an Expression of Interest (EOI). Ontario uses the EOI system to select candidates who may receive an Invitation to Apply (ITA).
Only candidates who receive an invitation can proceed with the relevant application.
Applicants who are invited will need to provide supporting documents demonstrating that they meet the programme requirements.
These can include proof of education, employment history, work experience, language proficiency and other information required by Ontario.
What happens after an Ontario nomination?
A provincial nomination does not automatically give an applicant Canadian permanent residence.
Successful nominees must still submit an application to Immigration, Refugees and Citizenship Canada (IRCC), which makes the final decision on permanent residence.
For applicants nominated through an Express Entry-linked stream, a provincial nomination can provide a significant boost to their Express Entry ranking.

Ontario has been transitioning to the redesigned OINP system during 2026. Prospective applicants should check the official Ontario website regularly for updates on Expression of Interest registration, invitations and application openings.
