Lagos State ended manual planning permits on April 1. All property owners must now use the digital EPPPS platform.
What Happened
Special Adviser Dr Olajide Abiodun shared the news at a press briefing. He spoke at the State Secretariat in Alausa, Ikeja. He handles E-GIS and Urban Development for the Governor.
Abiodun said Lagos now runs full digital processing. The change covers Planning Permissions, Construction Authorisation, and Stage Certification. “We are phasing out the old to make way for the new,” he said.
He credited Governor Babajide Sanwo-Olu for the push. The state now shifts from manual systems to a fast, clear, digital setup.
How EPPPS Works
EPPPS is a web platform. It will update the Ministry of Physical Planning and Urban Development. The system replaces all old paperwork.
Abiodun said the state hit key goals already. Staff training reached 100%. All LASPPPA and LASBCA offices now have computers. Every district office also has internet. “The infrastructure is fully ready, tested and running,” he said.
Manual permit processing is now banned. Anyone who files on paper after April 1 breaks the law. All requests must go through EPPPS only.
Next Steps for Builders
Abiodun gave clear orders to developers. Get your planning approval on EPPPS first. Then apply for Authorisation to Commence Construction on the same site. Also, file for Stage Certifications there.
A task force will check sites soon. They will enforce the Governor’s order. The team will visit projects to ensure full use of EPPPS.
CAP Program Boosts Safety
The state also launched CAP. The Certified Accredited Program helps LASBCA monitor buildings. It pairs private experts with LASBCA staff.
Abiodun said CAP will cut building collapse risks. It will also speed up project delivery. “It is a win for safety, a win for the construction industry, and a win for Lagosians,” he said.
Land Services Go Local
Lagos now brings land services closer to residents. The e-GIS Regional Office in Ikeja has already opened. It handles digital land tasks for the public.
Citizens no longer need to go to Alausa for every land issue. The Ikeja hub serves people at the grassroots level. Other divisional offices will open soon, too.
Aumentum Secures Land Records
Aumentum Software powers the e-GIS offices. The system ends “the era of dusty files, long queues, and missing documents.” It drives the digital processing of Certificates of Occupancy.
Abiodun said land titles are now secure and searchable. The software speeds up processing. It also boosts trust for real estate investors.
